CONCEPT

My concept is all about photography, capturing the beauty of Marinduque is my target area.
My goal is to enhance the ability and show the talent of AB Communication Arts students in capturing the magic on photographs. I am planning to unite the student of Communication Arts 4 in one goal, to uplift the appearance of our province not only here in our own place but also out side the province.
I want them to spread their selves all over the province and captured aesthetics (what ever it is; if it is a place, people, flowers and what ever beauty it is which will treasure our province). Having the quality and own beauty, it will be printed according to what sizes will be approved by the majority.
On framing I am planning to use a hand-made frame made by the student. It is made up of raw materials like bamboo strips, wood, sea shells, cogon stems and others. For the cover, I am planning to use the typical transparent glass frames to shield the surface from dust. After that, the sides will be coated by clear color varnish for the last touch.
The finish product will be place in the room which I call “Gallery”. Here the picture frames which contain the pictures gathered by the students will be post for store exhibit. Anyone can come in the gallery, to witness and to look for what they want to have. That is why we will open it not only for exhibition but to sell it also to somebody who will like it. However there is a certain amount for entrance fee, so that we will earn money. First and foremost this will be affordable to everybody so that anyone can come in to visit the show room.
The earn money will be spent for the construction of SAS study center, so that we will have our place to study and to stay too while waiting for the next class.
The excess frames will be stored in the room of AB Communication Arts or in the library to be display and to treasure also the pictures which represent the beauties of our province- Marinduque!

SUBJECT: ESTABLISHMENT OF SOCIAL WELFARE AND DEVELOPMENT LEARNING NETWORK


I. RATIONALe

The shift of the Department of Social Welfare and development’s-mandate from direct service provider to enablers of intermediaries requires provision of technical assistance, to effectively implement programs, projects and services that will alleviate poverty of life. The DSWD’s intermediaries include National Government Agencies (NGAs), Local Government Units (LGUs), Non-Government Organizations (NGOs), People’s Organization’s Pos) and other members of civil society. The bulk of these technical assistance responsibilities consist of capability building intermediaries to ensure quality service delivery.

The Social Welfare Institutional Development Bureau (SWIDB), the training arm of the department is responsible for the department of organizational development and capability building framework and responsible for the establishment of networks and linkages. In recognition of the vital role of the NGUs, LGUs, NGOs and also in response to the growing demands for capability building, there is a great need for the DSWD thru SWIDB, to maximize the existing resources in the environment through network of learning institutions.


II. LEGAL BASES

Section 9 of Article 2 of 1987 Constitution, states that the State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living and an improved quality of life for all.

RA 7160 or the Local government Code of the Philippines in 1991, Section 2, Chapter 1, Title 1 General provisions of Book ! indicates that, the state shall provide for a more responsive and accountable local government structure instituted through a system of decentralization whereby local government units shall be given more powers authority, responsibilities, and resources. The process of decentralization shall proceed from the national government to the local government units.

In 1997, Department Order No. 20 was issued to enhance the role of the DSWD in steering the social welfare development sector through the adoption of organizational processes and structures. This shift expected DSWD to lead towards effective and efficient delivery of programs and services as well as the utilization of resources of the intermediaries and other social welfare development sector members.

In 1998, Executive Order 15 was issued which mandated DSWD to provide assistance to other LGUs, NGOs, Pos and other members of civil society in effectively implementing programs, projects services that will alleviate poverty and empower individuals, families and communities for an improved quality of life. It transformed DSWD in to a national policy and regulation institution for social welfare and development from which intermediaries will anchor their thrust and directions.

Under the Rationalization ad Streamlining Plan (RSP) DSWD assumes its new role on policy-making, program development, standard setting, accreditation and compliance monitoring and advocacy specifically for the Central Office with the Field office taking on the responsibility as technical assistance provider.

The Passage and approval of the memorandum Circular No. 32 s.2004 know as the Institutional development Framework reiterated the establishment of the learning network as part of the intervention design for the department to perform effectively.

let the battles begin





                It was 2007. I was just a neophyte in college when the local band scene in Mogpog, which flourished during my high school days, laid low. Jam sessions and events for a cause were no longer staged. Efforts and talents of young aspiring musicians were taken for granted by persons who organized fund-raising events; closed down the entire venue, sold out tickets and made these aspiring fellows perform, who in turn, got nothing but empty promises.
                Feeling that they were just being used and were challenged if they could organize gigs on their own, Kirby Navela, front man of Testing, together with his hordes and brethrens of musicians diverted and formed the group of their own. And Mogpog Punk Movement was born.
                Challenged as they were, and eager to prove their worth, these fellow punks at heart collaborated and pushed through with their brainchild gig. Knowing that punks are anti-politics, they had no choice but to approach these people to solicit for them to have fund for their project. But after they made use of the resources that they got, these politicians in turn, got lashing set-back lyrics from them. Ironic though it was, the point is, they had succeeded in proving their worth, thus launching their first gig titled ‘Back to Old School’ on November 1, 2007, featuring local but promising bands spearheaded by testing, Ramonsito, Solve and Skala among others.

A  MEMORABLE EXPERIENCE

It was February 11,2011 Friday, we attended an echo-seminar together with MR. Nobleza our subject professor. The seminar is all about “social development on our society”at MSC Torrijos. A very inspiring person Dr. Feliciano Pernia Felizar who was the guest speaker of the seminar stated a very remarkable saying before he started the discussion “To live is to choose. But to choose well, you must know who you are and stand for where you want to go and how you want to go there”. We are the one who’s making our destiny, we must go for the best not only on what we deserve. Dr. Felizar is also a Marinduqueno but he was now living in a Japan  because he is a college professor there. He came back here un marinduque because he want to see Marinduque to be proud and SMILE (Sustainable Management of  Island Life and Environment).Why SMILE?, because it is about sustain ability, Dr. Felizar said. His vision is Zero-Emission Island which is to protect and rehabilitate ecosystem and biodiversity. He had a lots of plan for the development and for the improvement of our province and to make us to be aware on what was happening to our environment. Before he ended his discussion he end it with the saying “Our destination is farther than we can see,but not so far off that we cannot reach it”. Meeting Dr. Felizar and hearing those inspiring stories is such a great experience. The seminar takes 4 hours and it ends about 4:00 PM.

    After the seminar we went to the Poblacion to get the brgy.profile, and we are so lucky because we got it. Then it was around 6:30 PM when we came back to the school of  MSC Torrijos, we prepared the things that we needed specially the food because we are expecting that there will be a blackout, but it does not happened. It was around 8:30 when we ate altogether, it was so much fun even though the rice was not properly cooked but we enjoyed it, eating on banana leaves. Most of us slept around 11:00 because we shared a lots of stories that made us laugh, enjoy and happy.

     On the next day, we woke up early because we had plan to take a bath on  the beach, and Mr. Nobleza  allow us. We are so excited because  this is my first time, to see how beautiful POCTOY white beach is ,the sea is clean  ,the sand is white and the most attractive ,when I saw the beautiful view of Mt.Malindig. Because of the shortage of water, some of us decided to please some of the students at MSC Dormitory to allow us to use their comfort room for us to take a bath, and we are so thankful to them because they accept our request. We are so shy to Mr. Nobleza because he waited us for so long. After a lot of discussion with Mr. Nobleza about community emersion my group mates and I went to our respective place for the continuation of our research. We did not waste our time, we went to Brgy. Bonliw to do our research and gather all the information that would satisfied us. And luckily we made it.! We came back again to brgy. Poblacion t gather some information to Mr. Palmero about wood carving. Then we went in the park to spend our leisure time, was so amaze with the view although it was just simple but for me its beautiful. We were so happy on that time.!After our bonding moment, went to CABUYO to stay there for a night. We experience to serenaded by some of the people there, it was fun  and unforgettable EXPERIENCE.
   Bonding with friends and learning new things is a great experience that I would tresure forever

At 7:00 in the morning, some of my classmates prepared for a breakfast, others were taking a bath and others were fixing their beds. At 8:00 am, we rode in the jeepney and proceed to our main destination which was related to our topic. We visited also the different communities and then we studied the way of their living. I, Tin, Mira and Jayly went in Buyabod, the adjoined place of Matalaba. We interviewed their Captain. We visited their port and some interviewed. We had interviewed also and had recorded the “Making of BURI ROPE’’, the steps, materials needed and the uses of this product.
After that we went back to the school. And there we waited for the others. While waiting, we played scrabble to kill the boredom that we felt. I won the game (gathered the highest point). Then, at 7:00 in the evening we were all gathered because there were activities. Mr. Davy Famiano was the speaker for that evening. I could say that it was similar to a “Retreat or Recollection” because the program intended to awaken the student and face the reality in our society. The program started with a solemn prayer, and many activities were taken which the objectives were to enhance the ability in different areas like in listening, following the instruction, creativity, interaction and communication. The activities were so fun. From that I learned something new for me, and it made me feel that I was a student who had role in our society. And since we were the graduating student, we served us for them as their guide and the older sisters and brother s. we captured many memories in the said activity. But our happiness stopped when the current was turned off. All the surroundings turned dimmed and darkened.

This was the day of our departure. Everybody woke up early and fixed their things out. Then, we waited the other students who visited the remaining communities. At 10:00 in the morning the jeepney arrived. Everybody was ready to go inside the jeepney. But before we arrived we took some pictures, all the participants were gathered. And there were some reminders and briefing for the activities that we took and short prayer for our safety.
            We reached the Boac Town at exactly 11:00 in the morning. Then, everybody went home.
